The proposed habitat conservation plan in the San Luis Valley, Colorado, will improve habitat for the endangered southwestern willow flycatcher and other wildlife species, while also giving landowners and communities the assurances to conduct routine agricultural and infrastructure activities without the threat of federal regulation.
